Abstract

ABSTRACT Leave is essentially the right of civil servants. A Civil Servant who will submit a request for leave in writing to the official authorized to grant leave through a hierarchical channel. Granting leave for State Civil Apparatus by the leadership is not always the same, this is due to the capacity of work that must be completed before taking leave. Civil servants within the Youth and Sports Office of Riau Province have the authority, duties and responsibilities to assist the Governor in organizing decentralization in the field of youth and sports in an efficient and effective manner. The problems in this study are, first, how is the implementation of the granting of leave permits for civil servants at the Youth and Sports Office of Riau Province based on the Regulation of the State Civil Service Agency Number 24 of 2017, second, what are the obstacles in the application of the Regulation of the State Civil Service Agency Number 24 of 2017 on the implementation of the granting of permits. Civil Servant Leave at the Youth and Sports Office of Riau Province. This research, when viewed from the type of research, can be classified as observational research by means of surveys obtained directly from respondents in the form of interviews and questionnaires. This research is descriptive. This research was conducted at the Youth and Sports Office of Riau Province. The data used in this study include primary and secondary data. The implementation of the granting of PNS Leave Permits at the Riau Province Youth and Sports Office has been given based on BKN Regulation No. 24 of 2017, but it was found that there were civil servants who had finished taking leave, instead adding to the leave and did not immediately enter the office after the end of the given leave period, so it was indicated that they did not heed the leave regulations as given. Obstacles in the implementation of the granting of leave permits for civil servants in the Youth and Sports Office of Riau Province, among others, are: the factor of giving leave procedures that take a long time to work, human resources from leadership and lack of supervision factors. These factors have resulted in the issuance of leave permits for civil servants in the Riau Province Youth and Sports Office to be hampered
