Abstract

In maximizing the economic level of the village community, there must be a policy in the form of fiscal decentralization to the village to show a large and progressive form of partiality from the central government to the priority of increasing regional development, especially Villages in community service for the realization of the welfare of the Village community. These funds can be used as capital for village development. through Village-Owned Enterprises (BUMDes) in accordance with Articles (87-90) of Law Number 6 of 2014 with the aim of encouraging an increase in the economic scale of productive businesses of the Village community. The research method in this study is a descriptive qualitative approach, namely as research that produces descriptive data which can be interpreted as a problem solving procedure by describing or describing the state of an object of research based on the facts that appear in the field. The indicators that are measured in this research are Planning, Organizing, Mobilizing and Monitoring (George R. Terry 2009). The results of this study indicate that the management of Village-Owned Enterprises in Kiyap Jaya Village, Bandar Sei Kijang District, Pelalawan Regency is still not optimal, because from interviews from the management and the community that good governance is in accordance with the indicators of Planning, Organizing, Mobilizing and Monitoring has not been fulfilled by the BUMDes management.
