Abstract
This study aims to determine the strategies and obstacles for the local government in terms of improving the quality of service at the Air Putih Bengkalis Ro-Ro Port in Bengkalis Regency. The problems in this study are: 1. Lack of availability of facilities at the Air Putih Bengkalis Ro-Ro Port, especially the waiting room bench. 2. The occurrence of a long queue buildup at the Air Putih Bengkalis Ro-Ro Port as a result of the inaccurate schedule of the departure of the fleet in accordance with the predetermined schedule .3. The existence of a breakthrough in the queue to enter the fleet by several persons outside the permitted parties, as a result of the lack of firmness of officers in the field in carrying out their duties. The concept used in this research is the concept of public strategy proposed by Geoff Mulgan. The indicators in this study include setting goals, analyzing the environment, determining direction, determining goals, and analyzing learning. This study uses a qualitative descriptive research method, the data obtained through interviews, observations, and documentation. From the results of this study, it can be seen that the strategy formed by the Bengkalis Regency Transportation Service is to increase the level of community satisfaction, the strategy that has been set by the Bengkalis Regency Transportation Service is considered to be able to prevent queue breakouts, or be able to organize queues to be more regular, although there are still some obstacles. in the implementation of this strategy later, in addition to the problem of complaints due to the increase in crossing ticket prices felt by the community, problems related to public knowledge related to current technology are also an obstacle because for the smooth implementation of this strategy it is hoped that the community will be able and understand the procedures and procedures for using the latest system. With the strategy in improving the quality of service at the Air Putih Bengkalis Ro-Ro Port, the authors hope that this strategy does not make it difficult for crossing service users, because the true purpose of improving services is to make it easier for the community, not difficult for the community.
