Abstract

This research talked about the management of controlling street vendors who do the business on car free day in pekanbaru, Riau. The street vendors (SV) is business that is run by person or group of vendors where there is a trading companies that are run by looking for a place or going from one place to another by using (wheelbarrow or cart) they sells various types of goods, ranging from small to large which are easy to carry. Usually street vendors use small capital. These street vendors opens up jobs for everyone because they can be done by themselves, so that unemployment in the country can be determined where the lower class society needs to be. Besides getting profit, this street vendor will also bring new problems. Nowadays, street vendors are often referred to as wildly because the area where they trade is not properly placed, so that it can disturb the general public. Street vendors usually use sidewalks or road bodies as places to do their business, throwing up garbage carelessly which can interfere with public interests.. Therefore, the problem in this study are 1) How to establish and manage the business premises on car free days in Pekanbaru, Riau? 2) How is the policy of Regional Industry and Trade Service against traders who do not have a license to sell on car free day in Pekanbaru, Riau? This type of research is empirical law. The sample taken in this study was the interviewed with the Head of the Regional Industry and Trade Service Office of Pekanbaru, Riau with one person. The Civil Service Police Unit that was on duty in the field are 5 person. And Street Vendors on motor car free day in Pekanbaru, Riau which is 30 person. The Implementation of the management of street vendors on car free day in Pekanbaru, Riau has been carried out in accordance with Pekanbaru City Regulation, Perwako Number 30 of 2016 concerning Implementation Regulations of Pekanbaru City Regional Regulation Number 9 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets, and Pekanbaru City Regional Regulation Number 09 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets and Pekanbaru City Regional Regulation No. 11/2001 concerning the Arrangement and Development of Street Vendors
