Abstract

The strategy of the Pekanbaru City General Election Commission in increasing voter participation in the Riau provincial elections, seeing how the KPU's strategy in increasing voter participation through socialization is contained in PKPU 10/2018. The purpose of this study is to determine the strategy of the Pekanbaru City General Election Commission in increasing public participation in the election Governor Election Pilkada Governor of Pekanbaru City and know what are the obstacles that the Pekanbaru City General Election Commission has made in increasing the participation of the people of Pekanbaru City. The type of research used by researchers is "qualitative" research methods "qualitative" is research on descriptive research suitable for using analysis. Process and meaning (subject perspective) are emphasized more in this research. The theoretical basis is used as a guide so that the research focus is in accordance with the facts in the field. Sources of data used are primary data and secondary data. The data collection techniques in this research were Observation, Interview, Documentation, while the key informants in the study were the Chairperson of the Pekanbaru City KPU, Mr. Anton Merciyanto, S.S i and informants in this study were the Division of Socialization, voter education for community participation and Mrs. Dra. Yelli Nofiza, M.M as well as one of the PPK members and several members of the community. The research location is Pekanbaru City, Riau Province. Based on the analysis technique, the researcher concludes that the strategy carried out by the KPU in conducting socialization to increase voter participation has several things that must be considered such as methods and paying attention to segments in providing socialization and providing technical guidance to election organizers. However, there are still obstacles that are accepted by the KPU in increasing voter participation in the segment of the lack of Financial, public response to following the socialization from the KPU and limited resources to reach all people in the city of Pekanbaru.
