Abstract

The activities of the palm oil industry in Indonesia are dominated by businesses that are directly correlated with the environment. In terms of location, this business is also very spread throughout Indonesia. In general, the human resources involved are relatively low in education, and not many have done waste treatment. The palm oil industry is one example that the author conducted research at PT. Inti Indosat Subur Pmks I Artificial (PBS) in Pangkalan Kerinci which in the processing process produces liquid and liquid waste. Solid waste generated from the process and agglomeration. While the liquid waste is generated from the resulting process, because the liquid waste is very high. Tofu liquid waste with characteristics containing high organic matter and high levels of Biological Oxygen Demand (BOD), Chemical Oxygen Demand (COD), if directly discharged into water bodies, will obviously reduce the carrying capacity of the environment. This type of research can be classified in the type of sociological (empirical) legal research, because in this research it is carried out directly at the location or place that the author examines to provide a complete picture and explain the problem that must be studied. The conclusions that can be obtained from the results of the study are First, the Responsibility and Supervision of PT. The essence of Artificial Indosat Subur PMKS I (PBS) on Liquid Waste Management is by making two septic tanks, one septic tank is larger than the other. Then it is channeled into a large drum planted in the ground, the collected water will come out by itself and other waste will then be discharged directly into the environment after the stench. This means again that the air from the drum will be accommodated again in a shelter such as a small pond which will later produce a deposit that can be used as fertilizer and in the form of air that is discharged directly into the river without any considerable danger. Second, the factors that cause liquid waste management to not run properly in accordance with Law Number 32 of 2009 concerning Environmental Protection and Management are the first, the ignorance factor of the entrepreneur himself. Second, the factor of government participation and law enforcement, it takes firmness from the Pelalawan Regency government in implementing and there is a need for socialization and participation regarding the socialization of regulations and direct guidance to tofu in order to increase knowledge about entrepreneurs.
