Abstract

The Village Head is obliged to carry out village development. Village development planning is very important. Because it is from this development planning that the direction of village development is determined. Because it is the responsibility of the village government to accommodate the aspirations of the community in village development planning. Community aspirations can be accommodated by involving the Village Consultative Body in the development planning. The ineffective role of the village government in accommodating and channeling community aspirations can be seen from the existence of village development programs that are not in accordance with the aspirations and needs of the community. The purpose of this study is to determine and explain the role of the village head in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency and its obstacles. The methods used are descriptive and quantitative methods; The sample consisted of 37 people consisting of the Village Head, BPD, RW Chairman, RT Head, and community leaders. Data collection techniques were questionnaires and interviews, as well as descriptive and quantitative data analysis. This study concludes that the role of the village government in village development in Kesumbo Ampai Village, Bathin Solapan District, Bengkalis Regency has been quite instrumental, because in the implementation of the village head's duties it has not been completely going well, this is evidenced by the existence of several village developments. which has not been optimally done so that it cannot be finished on time.
