Abstract

Rescuing animals from illegal trade by the Riau Regional Police who made arrests of Xenia cars that were passing in the direction of Inhu District to Sei Pakning Village. The team from the Riau Police Ditreskimsus found Tranggiling animals that had been preserved / dried for sale. Then the Riau Police Ditereskrimsus Team made an arrest of the perpetrators of the illegal wildlife smuggling. For the actions carried out by the defendant the defendant is charged under Law Number 5 of 1990, namely Article 21 paragraph 2 letter a and d Jo Article 40 paragraph 2 concerning Conservation of Living Natural Resources and Ecosystems Jo Article 55 paragraph (1) of the Criminal Code Jo Government Regulations RI No. 7 of 1999 concerning Preservation of Plants and Animals Based on the background above, the main problems in the writing of this thesis are the first factors causing the crime of smuggling Tranggiling animals in the Riau Regional Police Legal Region and secondly the efforts to deal with the Tranggiling Animal smuggling criminal acts in the Riau Regional Police Legal Area. This type of research is a sociological or observational research by survey, which is a study that takes data directly from the population with a data collection tool that is an interview, after which the data is taken and processed to obtain conclusions with the deductive method. Meanwhile, if seen from its nature, then this research is descriptive in nature, research that explains in clear and detailed sentence form. Factors Causing the Crime of Smuggling Tranggiling Animals in the Riau Regional Police Legal Area, namely, economic factors and environmental factors, as well as not yet maximum control from the government in providing protection for these protected wild animals. Efforts to Overcome the Crime of Trafficking in Animal Trafficking in the Riau Regional Police Jurisdiction Prioritizing preventive measures will certainly have a positive effect on the prevention of the smuggling of protected wildlife, because preventive efforts will be far more efficient than the efforts carried out when an act has taken place. crime. But repressive efforts also cannot be ruled out for granted, because this step is very important in influencing the crime prevention process, so that if preventive measures cannot function optimally and the crime still occurs, it is at this stage that these efforts must be carried out by the Riau Police , so that it can be a deterrent effect for the perpetrators who commit the crime of smuggling protected wildlife.
