Abstract

PKBL is a form of social responsibility (CSR) implementation that must be implemented by BUMN, one of which is PT. Jasa Raharja, which has an important role in enhancing national development through a business-building partnership program. PKBL is an embodiment of one of the aims and objectives of participate in providing assistance and guidance to economically weak entrepreneurs, cooperatives and the community to become developing, resilient and independent businesses through the use of funds from BUMN profits. The main problem in this research is, how is the implementation of a capital loan between PT. JasaRaharja with the assisted community through a partnership program and fostering the environment?, and what are the obstacles faced in implementing a capital loan between PT. Jasa Raharja with fostered partners through partnership and community development programs? The research method used is observational research or by means of a survey, meaning that research that goes directly to the field is carried out to collect data obtained from respondents either through questionnaires or interviews to be used as material in research writing, while its nature is descriptive, which describes the state of the subject or object of research as well as existing problems encountered in the field as they are. The results of the implementation of this capital loan are: in accordance with the applicable regulations based on the Regulation of the Minister of StateOwned Enterprises No: PER-02/MBU/04/2020 concerning the partnership and Community Development Program. The amount of administrative services that are not too heavy, the criteria and requirements for being a fostered partner that classified as quite easy to complete, the forms of distribution that do not take long, the obligations of the supervisory BUMNs and fostered partners that must be carried out, as well as the guidance provided by the supervisory BUMNs and so on are already well done. Constraints faced in implementation of the partnership program capital loan provision by PT. Jasa Raharja to the fostered partners, namely: misunderstanding of the perception of the fostered partners of the loan funds provided by PT. Jasa Raharja so that some fostered partners misinterpreted the loan as a grant that did not need to be returned, the lack of strict rules regarding the sanctions imposed by PT. Jasa Raharja’s services to the fostered partners who defaulted so that the fostered partners were negligent in carrying out their obligations to pay the loan. Lack of human resources is also an obstacle for PT. Jasa Raharja to carry out his duties optimally. And not all rescue efforts made by PT. Jasa Raharja can run well and smoothly, this is only done to maintain good loan collectability by adjusting the ability of the fostered partners to repay their loans.
