Abstract

This research was conducted with indicators of Implemented Policies, Target Groups, Implementing Elements, and Environmental Factors. The measurement technique used is the Likert scale, which gives a score for each category. This type of research uses descriptive with quantitative methods. The population and samples in this study were the Head of the Oil Palm Rejuvenation Team, the Secretary of the Oil Palm Rejuvenation Team, the Members of the Oil Palm Rejuvenation Team, the Head of the Village Unit Farmer's Group/Cooperative, and the Village Unit Farmer's Group/Cooperative totaling 27 people. the head of the oil palm rejuvenation team, the secretary of oil palm rejuvenation and the head of the farmer group/cooperative village unit were carried out using the census technique, for the oil palm rejuvenation team using purposive sampling technique, namely determining the sample with certain considerations, while the farmer group/cooperative village unit using accidental sampling technique that is, anyone who happens to exist and is found according to the researcher. The types and sources of data used are primary data obtained directly from interviews and observations from the oil palm rejuvenation team and farmer groups/village units cooperatives, while secondary data are books, documentation, plantation area statistics, and oil palm plantation production statistics. and data on the population of Tapung District, Kampar Regency, which were obtained from the Central Statistics Agency for Kampar Regency. Data collection techniques used consisted of questionnaires, interviews, observation and documentation. Based on the results of research that has been carried out by researchers regarding the implementation of rejuvenation of oil palm planters by the Department of Plantation, Livestock and Animal Health, Tapung District, Kampar Regency, it is in the Enough Implemented category, this is because there are still frequent delays in the implementation of rejuvenation of oil palm planters in Tapung District, Kampar Regency and still there are also delays in providing funds to oil palm smallholders.
