Abstract

A Persons with disabilities are people who have mental, physical and intellectual limitations in the long term. Therefore, the legal protection made by persons with disabilities and accessibility states that every person with a disability must be free from torture or cruel, inhuman, degrading treatment, free from exploitation, violence and arbitrary treatment, and has the right to respect for mental and physical integrity based on similarities with others. The problems in this research are first, how is the legal protection for passengers with disabilities in transportation accessibility on the Trans Metro Pekanbaru Bus. second, how are the efforts of the Pekanbaru City government towards passengers with disabilities in transportation accessibility on the Pekanbaru Trans Metro Bus. The research method that the author uses is a type of empirical sociological research method, namely the type of research carried out by non-doctrinal or survey methods where surveys are carried out directly in the field. The nature of this research is descriptive qualitative, then the data used using primary and secondary data. In drawing the conclusion, the writer uses inductive thinking method, which is a general statement into a statement or a blunt statement that is specific. Regarding the results of the research and discussion that the authors found: first, legal protection for the rights of Persons with Disabilities as Consumers of Trans Metro Pekanbaru in Pekanbaru City is still low. Considering the lack of maximum fulfillment of rights as regulated in Law No. 8 of 2016 concerning Persons with Disabilities. Second, efforts that can be made to overcome this problem are to make a budget for the provision of special facilities for Persons with Disabilities and then submit it to the Government for a budget. Next, propose the expansion of sidewalks to BAPPEDA so that the construction of friendly facilities for Persons with Disabilities can be carried out. Furthermore, by increasing supervision from related parties such as UPTD PAP, Pekanbaru City Transportation Service, Pekanbaru City Transportation, Communication and Information Office and also the Social Service.
