Abstract

This research is motivated by the ineffectiveness of the ticketing process using a blank ticket by the Meranti Islands Police Traffic Unit in tackling traffic violators. For this reason, the Meranti Islands Police uses a new program issued by the Korlantas Polri, namely E-tickets. This E-ticketing program has been operating since December 16, 2016. However, in the implementation of the ticketing process using E-tickets, it is still not optimal and not as expected. Therefore, a study was conducted which aims to determine the application of electronic ticketing sanctions (E-tickets) to traffic violations in the Meranti Islands and the obstacles to the application of electronic ticketing sanctions (Etickets) to traffic violations in the Meranti Islands.. This research was conducted using a qualitative approach using descriptive analysis methods, as well as data collection techniques by interviewing, observing and reviewing documents. The results of the study found that the use of e-tickets was still not optimal. This is due to several factors, namely 1) there are still many people who do not have an Android-based cell phone. So it is difficult to send the briva code to violators. 2) Not all areas in the Meranti Islands have a good internet connection. There are areas that do not have a good internet connection so officers can only ticket using a ticket blank. 3) There are officers who still do not understand about so that in using e-tickets there are still delays because officers do not understand them in using e-tickets. Based on the results of the research above, it can be concluded that the use of e-tickets by traffic unit officers from the Meranti Islands Police has not been effective. Implementation in the field is still experiencing obstacles, both officers and the environment. In response to this, the Meranti Islands Police traffic unit has made efforts to increase the effectiveness of the use of E-Tilang.
