Abstract
PROFESSIONALISM PUBLIC RELATIONS AND PROTOCOL IN THE REGIONAL SECRETARIAT MERANTI ISLANDS DISTRICT BY RINALDI ABSTRACT The Public Relations and Protocol Section of the Meranti Islands Regency in accordance with its main duties and functions has a very important role and contribution in the administration of the Meranti Islands Regency Government. Various information related to policies and development issues that are developing, both from the Provincial, City/Regency and central government circles, in the end must be something that must be conveyed clearly to the community. The problem in the field today is that there are quite a lot of human resources in this section, especially in protocol, but the number of qualified personnel is still limited. Therefore, it is necessary to examine the professionalism of Public Relations and Protocol of the Meranti Islands Regency Secretariat and what are the inhibiting factors for the professionalism of Public Relations and Protocol. The research method used in the preparation of this thesis is a descriptive qualitative method with an inductive approach. Sources of data through primary data and secondary data while the data collection techniques used are observation, interviews, library research, audio and visual. Furthermore, the data analysis process will begin by reviewing all available data from various sources, namely interviews, observations, and documentation that have been carried out. The data is then analyzed through three components which include data reduction (data reduction), data presentation (data display), and conclusions or verification. Based on the results of the study, it was found that in carrying out its duties and functions the Public Relations and Protocol Section of the Meranti Islands Regency Regional Secretariat had also used the Standard Operating Procedures (SOP) that had been set and had carried out good service activities. While the obstacles faced are Human Resources, Facilities and infrastructure as well as conflicts that often occur.
