Abstract
All Indonesian citizens are obliged to obtain education no exception, citizens who are undergoing criminal loss of independence, especially child prisoners. Children's prisoners must be handled differently from adult prisoners. At present, LPKA Class II Pekanbaru is inhabited by 70 (seventy) children's prisoners and 1 (one) child detainees. The environment is great for child development, children who have been faced with law are often considered negative by the surrounding community. Not to mention the surge in the case of Covid - 19 pandemic which requires each individual to avoid the crowd of course very influential for the order in LPKA, one of which is the implementation of education and teaching. This study has 2 problem formulations, namely: how to fulfill the rights of child prisoners to get education and teaching at the Pekanbaru Class II Special Child Development Institute and what are the factors that hinder the fulfillment of the rights of child prisoners in obtaining teaching education at the Class II Special Child Development Institute Pekanbaru. The method used to answer the problems mentioned above is sociological law research by conducting research at the Pekanbaru Class II Special Child Development Institute. The data used in this thesis was obtained through interviews, distributing questionnaires, laws and regulations, books, journals, theses - theses, and the opinions of experts. The entire data that has been obtained is then analyzed in a qualitative normative manner, then concluded through a deductive method. Based on the results of the study, it was found that the fulfillment of the rights of child prisoners to receive education and teaching at the Pekanbaru Class II Special Child Development Institute had been carried out, but the implementation was still not optimal as regulated in the legislation. The forms of education and teaching currently available at the Pekanbaru Class II Special Child Development Institute are non-formal and informal education. Factors that hinder the fulfillment of the rights of child prisoners in obtaining education and teaching are: the covid- 19 pandemic, lack of human resources, namely teaching staff, relatively short study time, and lack of interest in learning for child prisoners.
