Abstract

EVALUATION OF PEKANBARU CITY CIVIL SERVICE POLICE TASK FORCE IN MANAGING BILLBOARDS ABSTRACT BY : SAPUTRA The stipulation of Advertising Licensing Regulations aims to provide control in fulfilling the provisions in the making of advertisements, Pekanbaru City Civil Service Police Unit as an effort to enforce Regional Regulations in implementing public order and order so as to create public obedience to the stipulated regulations. The purpose of this study is to determine the Implementation of the Task Force of the Pekanbaru City Civil Service Police in Ordering the Billboard as well as to know the factors of the obstacles in the Implementation of the Task Force of the City Civil Service Police in Ordering the Advertising. The research method used is a quantitative method with data collection techniques through observation, questionnaires, interviews and documentation. Discussion on the Implementation of the Task Force of the City Civil Service Police in Ordering the Advertising Permits has not been carried out optimally where it is known that there are still many ownership of billboards that do not have permits. In conclusion, the Implementation of the Task Force of the City Civil Service Police in Ordering the Advertising Permits has not been carried out properly, starting from the socialization of regulations, monitoring of ownership of advertising permits, to providing firm witnesses so that there are many billboards that do not have a permit. However, the authors suggest that Pekanbaru City Civil Service Police Unit disseminate information related to billboard licensing regulations, supervise billboards, form clear witnesses to the ownership of billboards that violate the rules.
