Abstract
With the formulation of the problem, namely how the implementation of development in Sukapeace Village, Ujung Batu District, Rokan Hulu Regency and what are the inhibiting factors for the implementation of development in Sukapeace Village based on the above background, this study aims to determine the relevance of the development program in Sukapeace Village, Ujung Batu District, Rokan Hulu Regency and to find out and evaluating development barriers in Sukapeace Village, Ujung Batu District, Rokan Hulu Regency. This study uses the theory of program evaluation according to Endang Mulyatiningsih (2011:126) with assessment indicators context, input, process, product. The method used in this research is descriptive qualitative, by prioritizing data collection through observation, interviews and documentation. The results of the study show that the development program in Sukapeace Village, Ujung Batu District, Rokan Hulu Regency has not been effective where in the preparation of development programs based on the aspirations of the community, however, what is prioritized is that the development is carried out unevenly because development is only carried out in the village center and is also caused by other factors. Inhibiting factors are the pandemic until development funds are divided, the lack of community participation in development. In this study, the authors conclude that in the development program by Sukapeace Village, development has been carried out well, but there are still development programs that have not been covered or realized. It is suggested to the Sukapeace village to balance the existing development in the village more and to the community to participate more in village development.
