Abstract

Narcotics are generally used public purposes, especially for treatment and health services. But over time, narcotics are used negatively. Narcotics are substances or drugs that are very useful and needed to treat certain diseases. However, if misused in standard care, it can have a very detrimental impact on individuals and society, especially the younger generation. This is more dangerous if it is accompanied by substance abuse or illicit trade, which can pose great risks to the livelihoods and cultural values of the State and weaken the resilience of the country. The main problem in this study is how the mechanism of implementing rehabilitation for victims of narcotics abusers in the city of Pekanbaru and what are the obstacles in implementing rehabilitation for victims of narcotics abusers. The research carried out is an empirical legal research method using observation research or field surveys by way of direct surveys to the field, to collect primary and secondary data obtained from respondents either through questionnaires or interviews to be used as data or information as material in writing this research. Based on the results of the study, it can be understood that the implementation of drug rehabilitation refers to the provisions of Article 127 Law of the Republic of Indonesia Number 35 of 2009 concerning Narcotics which states that the perpetrator of the violation can be proven or proven become a victim of narcotics abuse, abuse must be undergoing medical rehabilitation and social rehabilitation and narcotics addicts and victims of drug abuse needed to undergo rehabilitation medical and social rehabilitation carried out by both the government and private sector to cooperate with the government. Implementation of rehabilitation must meet the requirements of other Implementing Regulations, including those already has a Recommendation Integrated Assessment Team, but there are still many recommendations that don't work properly.
