Abstract

The Covid-19 pandemic that occurred in Indonesia resulted in congestion in the wheels of the people's and country's economy. The Large-Scale Social Restrictions (UN) Policy has forced companies, factories, shops, supermarkets, shopping centers to temporarily stop their economic activities and lay off or lay off many employees. The increasingly difficult economic conditions have prompted the government to issue policies aimed at easing the burden on the public in the banking sector by issuing OJK Regulation Number 48/POJK.03/2020 concerning the implementation of restructuring or credit delays. The main problem in this study, namely, the first is how to postpone the payment of housing loans (KPR) by customers affected by Covid-19 at Bank BTN Panam branch Pekanbaru City. And the second is what are the obstacles faced by Bank BTN Panam branch Pekanbaru City in the implementation of delays in payment of Home Ownership Loans (KPR) by customers affected by Covid-19. This study uses observational research or survey legal research methods where in this study the information collected from respondents using data collection tools in the form of interviews and questionnaires and the nature of this research is analytical descriptive, namely research that provides data as accurately as possible to describe the implementation of delays in payment of mortgage payments. (KPR) by customers and the obstacles faced by customers in the implementation of delays in payment of home ownership loans (KPR) by customers affected by Covid-19 at Bank BTN Panam branch Pekanbaru City. The results showed that the implementation of credit restructuring during the covid-19 pandemic for subsidized mortgage debtors was applied by Bank BTN Panam City Pekanbaru branch that Bank BTN Panam Branch Pekanbaru City implemented government policies in terms of granting credit restructuring, namely making their own rules internally, which was given to debtors. which so far are considered to be carrying out their installment payments smoothly and consist of two groups, namely the debtor group with 1 to 6 months installments and the 6 to 12 month debtor group. And the obstacles faced by banks as creditors to the implementation of credit restructuring policies during the covid-19 pandemic against subsidized mortgage debtors at Bank BTN Panam branch, Pekanbaru City, were external factors originating from subsidized mortgage debtors who did not have strong supporting reasons for restructuring. credit and internal factors Internal factors stemming from the management of bank BTN itself, which does not have specific written technical instructions regarding the procedures and criteria for standard assessment in the implementation of credit restructuring for subsidized mortgage debtors at bank BTN.
