Abstract

Covernotes only function as collateral items in the implementation of disbursement of financial funds in the form of credit agreements, especially in the case of home ownership loans, as existing Bank BTN receives a covernote from a notary. . Although the covernote has an agreement on a guarantee settlement period, it does not rule out the possibility that the settlement is not timely and will result in losses for the Bank. The main problem is what is the function of covernote in relation to the sale and purchase of houses through home ownership loans (KPR) at PT Bank Tabungan Negara Pekanbaru Branch and how to apply covernotes in relation to buying and selling houses through housing loans (KPR) at PT Bank Tabungan Negara Pekanbaru Branch. This type of research is observational research, namely by means of surveys or direct visits to the research location using data collection tools, namely interviews. While its nature is descriptive. The results showed that the function of the cover note in relation to the sale and purchase of a house through a home ownership loan (KPR) at PT Bank Tabungan Negara Pekanbaru branch was as a form of statement letter of the existence of a credit agreement that binds the creditor and debtor where the covernote is only a temporary handle. from the Bank until the submission of all deeds and guarantees that have been registered through the services of a Notary and to explain that the mortgage certificate as a prerequisite for credit guarantees is in process and so that the bank can immediately disburse credit for the needs of the debtor, and Application of Cover Notes in Relation to the Sale and Purchase of a House Through Home Ownership Credit (KPR) at PT Bank Tabungan Negara Pekanbaru Branch, the cover note is only used as a guarantee of trust by the bank in the process of disbursing credit to debtors, due to the imposition of APHT (Deed of Encumbrance of Mortgage Rights) on the certificate of ownership of the land deb. tor as collateral/collateral is in the process of being managed. As well as cover notes are made and issued when the debtor gives a Power of Attorney to impose Mortgage Rights (SKMHT) to the bank. the agreement, because the sanctions received are only moral sanctions in the form of a sense of trust.
