Abstract
Indonesia's marine waters have a beach length of up to 95,181 km2, with an area of 5.8 million km2 consisting of a territorial sea of 0.3 million km, archipelagic waters of 2.8 million km2, and waters of the Exculsive Economic Zone (EEZ) with wide 2.7 million km2, with the vast sea of Indonesia not circumvented Often the occurrence of illegal fishing practices that are very detrimental to Indonesia, both in the economic, ecological and social fields. Data from the World Food Agency or FAO (Food and Agriculture Organization) noted, Indonesia's losses per year due to illegal fishing reached Rp. 30 Trillion, Article 58 UNCLOS regulates the rights and obligations of coastal countries in exclusive economic zones to protect natural resources, one of which is fisheries , according to Law No. 32 of 2014 concerning Fisheries and Presidential Regulation No. 178 of 2014 concerning the Establishment of the Republic of Indonesia Bakamla, bakamla is one of the 12 mile to 200 mill zones which plays a role in maintaining fisheries natural resources, one of which is illegal fishing. Looking at the problems of the sea area and the enforcement of Indonesian sovereignty, the authors are interested in raising the title of BAKAMLA Republic of Indonesia's Role in the Western Region Maritime Zone Against Illegal Fishing in the City of Batam with the formulation of the problem. ? and, What are the constraints of Bakamla RI in the western maritime zone against illegal fishing in Batam City? This study uses the method of observation or survey research. This research includes legal research Observation (Non-Doctrinal) or survey Methods of legal observation research or survey types of this study included in the class of observational research (observational research). While seen from its nature is descriptive analytical. Bakamla RI's role in enforcing illegal fishing in the western maritime zone has gone quite well, starting from Bakamla's own readiness as well as Bakamla's coordination with relevant stakeholders participating in eradicating illegal fishing in the western maritime zone, but the western maritime zone faces obstacles the extent of the patrol area, authority in law enforcement, namely investigation and infrastructure. The removal of egosectoral institutions is important in the way that the authority of the investigation is conducted, the problem of the extent of the area must be adjusted to the fleets that should be added so that it is in accordance with the area they have.
