Abstract

Community empowerment around the forest area has a goal to improve the welfare of the community which in will encourage the community to participate in protecting the forest, as the main purpose of conservation area management. Community empowerment in villages around the Tesso Nilo National Park area encourages economic independence of the communities around the National Park and provide alternative community economic businesses based on the optimal use of local knowledge and potential. The purpose of this research is to analyze and explain the implementation of the community empowerment program at the Tesso Nilo National Park Office in Lubuk Kembang Bunga Village, Pelalawan Regency. This research uses a combination of quantitative and qualitative descriptive methods. The population in the study is the Tesso Nilo National Park officer and 4 community groups from Lubuk Kembang Bunga Village with a total sample of 31 people. Data collection of this study through observation, questionnaires, interviews and document studies. The results of the research for indicators of the formulation of planning documentsof the four groups were good. Indicators of the implementation of the empowerment program of two groups (PERBANI and PME) were good, while the Sukajadi group and the Nilo Bertuah group rated it sufficiet. The indicators of supervision and control of the four groups are considered sufficient. The outcome indicators of the four groups assessed sufficient. Recapitulation of all indicators of the implementation of the Tesso Nilo National Park Community Empowerment program in the village of Lubuk Kembang Bunga showed a good rating category. However, the Tesso Nilo National Park Office needs to improve monitoring and evaluation periodically, the obligation of community groups to report on program implementation, setting benchmarks of success of comunity empowerment progrms for comunity groups and seek to find alternative marketing products produced by community groups.
