Abstract

This study aims to determine the capacity of the Village Government in the implementation of community-based drinking water and sanitation (Pamsimas) programs at Teluk Binjai village, Teluk Meranti District, Pelalawan Regency. The implementation of Pamsimas program at Teluk Binjai Village did not work as it should and in 2018-2019 there was a decrease in the number of healthy latrines even though healthy latrines were one of the objectives of the pamsimas program. This study uses qualitative methods and types of descriptive research with data collection done by interviews, observations and documentation. The results showed the capacity of the Village Government in implementing the Community-based drinking water and sanitation program in the village of Teluk Binjai, Teluk Meranti District, Pelalawan Regency was still weak. This is seen from three indicators namely policy capacity, Implementation capacity and operational efficiency. From the three indicators, it appears that there is no policy process carried out by the Village Government, there is no budgeting of the pamsimas fund of 10% of the Village Revenue and Expenditure Budget and the implementation and available facilities have not run efficiently.
