Abstract

Sinaboi District is one of the Districts located in Rokan Hilir Regency which has superior business results in the form of sea product processing / fisheries processing which is managed by the local community in Sinaboi District. These activities are categorized as small and medium businesses that utilize local resources so that these activities indicate the existence of local economic activities in the region, fishery processing products include: salted fish, fish crackers, shrimp crackers and dried shrimp (ebi). The research approach studies the development of the local economy of the small and medium business industry of fishery product processing using a deductive method with quantitative descriptive analysis with scoring analysis. Qualitative methods are used to identify the characteristics of small and medium businesses processing fishery products, then quantitative methods are used to determine the effect of the industry on social, economic and environmental, then using SWOT analysis techniques. The results showed that the raw materials were obtained from the local area of Sinaboi District, and as much as 55.0% of the entrepreneurs used the types of fish raw materials to make fish crackers and salted fish, 83.1%, the entrepreneurs were satisfied with the conditions of the raw materials obtained. For the production process, entrepreneurs still use traditional methods, and for drying salted fish, fish crackers, shrimp, ebi using bamboo chimneys and wooden floors. Labor force, amounting to 66.2% of employers utilizing local labor such as family members and neighbors. Business capital, amounting to 77.6% of entrepreneurs using their own capital to make processing of fishery products, there are also entrepreneurs who borrow money from banks or cooperatives to open a fish processing business. Marketing as much as 54.0% entrepreneurs market their merchandise in stores or kiosks, others market their merchandise directly on the edges of the road. And for the influence of the industry on the social sector gives a positive influence on the community with a value of 80.8% -85.4%, an economy with a value of 85.4% and an environment of 73.3% -77.2% indicates that the existence of small and medium industries producing results fisheries can provide a positive influence on the economy of the surrounding community. Then the local economic development strategy of small and medium business industries to be able to compete both nationally and internationally.
