Abstract

ABSTRACT The house is one of the basic human needs, where humans carry out life activities and functions to protect humans from external disturbances. In Indonesia, people's need for housing is increasing, especially in urban communities. However, owning a house, requires large funds. This is due to limited land and high land prices. To overcome this problem, the government then created a housing program whose market segment was more intended for the middle to lower economic class. The government also urges property entrepreneurs to build housing for this market segment. In its development, it turns out that the business in the property sector is very promising. So it is not surprising that many property entrepreneurs then glance at this business. As a result, business competition is getting tougher. They compete to attract people to buy it in various ways. They promote their products by making promises that consumers will get good quality buildings, complete facilities, down payments, installments and low interest rates besides ease in legal issues. But in practice, not all promises are realized so that many consumers/buyers are disappointed because what they get is not as promised. The main problem in this study is how to fulfill the developer's obligations to buyers who have made payments at Griya Anugrah Utama housing, and what are the obstacles in fulfilling developer obligations to buyers who have made payments at Griya Anugrah Utama housing. The research method used is a type of observational research, namely research that observes and describes things that occur, both social and natural phenomena, within a certain time span, and researchers cannot control these phenomena. In obtaining data, the authors used data collection methods in the form of interviews and directly to the field. The results of the author's research are that the implementation of the house sale and purchase agreement at Griya Anugrah Utama Housing between the developer and the buyer did not go well, namely by not receiving AJB by the buyer, where the AJB award was scheduled and written on the Certificate issued by the developer. Obstacles in fulfilling developer obligations to buyers who have made payments at Griya Anugrah Utama Housing, namely: Payments are not made directly to the company, and the police have detained the marketing party.
