Abstract

ABSTRACT This research is motivated by poverty is an issue that can not be separated from large and developing countries such as Indonesia, the issue of welfare has been stated in the constitutional mandate in opening the 1945 Act to advance public welfare to educate the nation's life and participate in carrying out world order based on independence, lasting peace and social justice. Various stimulus programs have been implemented by the government for poverty alleviation, one of which through the Indonesian Ministry of Social Affairs is the Family of Hope Program which was formed in a synergy and systematic way to alleviate poverty. This research was carried out in Kampar District in the Kampar District Family Hope Program service unit. The purpose of this study was to determine the Implementation of Poverty Alleviation of the Family Hope Program Based on Social Minister Regulation No. 1 of 2018 concerning the Family Hope Program in Kampar District and its supporting and inhibiting factors. The method used in this study is seen from its type classified in the type of Sociological research that is research conducted directly in the field that starts with primary data obtained directly through interviews and questionnaires to the head of the field of social protection and security, district and district coordinators, operators, social assistance and PKH beneficiary families as well as parties related to this study. The results of this study indicate that the implementation of poverty alleviation of the Family Hope Program in Kampar Regency has not run optimally. Supporting factors for the Kampar Regency government and the Riau Province government are providing incentives for officers of the Hope Family Program in the form of assistant operational assistance. Then the inhibiting factor, PKH recipient submission data submitted to the Indonesian Ministry of Social Affairs was far from planned, limited facilities and infrastructure in the implementation of activities, the number of assistants who had not been trained in P2K2 training, lack of coordination and communication and the culture of beneficiary families that could not conduct transactions through banking system.
