Abstract

Countermeasures are efforts carried out to prevent, deal with, or overcome a situation including preventive activities and at the same time trying to improve the behavior of someone who has been found guilty (as a prisoner) in a correctional institution, in other words, efforts to prevent theft can be carried out preventively and repressively. Preventive control has the aim of taking preventive steps against various norm violations, while repressive control has the aim of taking action against norm violations, in order to create a deterrent effect for the perpetrators. Countermeasures is a prevention that is useful to minimize events or actions that have occurred so that these events or actions do not happen again. This research raises the main problem is what are the factors that encourage perpetrators the crime of palm oil theft in the jurisdiction of Polsek XIII Koto Kampar and how Police efforts in tackling the crime of palm oil theft in the legal area Polsek XIII Koto Kampar. The type of research used in this research method is sociological legal research by conducting direct interviews. This research is descriptive that is to describe and write facts researched in the field about overcoming the crime of palm oil theft in the jurisdiction of the Police XIII Koto Kampar. The factors that are most often used as reasons for the perpetrators of the crime of coconut theft palm oil is an economic factor, accompanied by environmental factors and a low level of education perpetrator. The crime of palm oil theft is basically regulated in Article 362 of the Criminal Code and the crime of minor theft is regulated in article 364 of the Criminal Code which is adjusted based on Supreme Court Regulation No. 2 of 2012 concerning Adjusting the Limits of Minor Crimes and the amount of the fine in the Criminal Code. As for the countermeasures carried out by the police, in carrying out preventive actions (prevention or efforts) by holding counseling and routine patrols, while repressive measures are in the form of arrests, investigations, and investigations others against the perpetrator. The solution from this research is that law enforcement should be more increase prevention efforts by preventing criminal acts as early as possible palm oil theft.
