Abstract

This study aims to determine the physical establishment implementation at Sibiruang Village, Koto Kampar Hulu Sub-district, Kampar District along with their inhibiting factors and thus recommendations or suggestions that can be given. This study used a quantitative descriptive method by using questionnaire, and the data obtained were analyzed using descriptive percentage analysis. The results of the study concluded: (1) The implementation of physical establishment in Sibiruang Village, Koto Kampar Hulu Sub-district, Kampar District got an average percentage of 53,8%, which was quite implemented. The implementation of physical establishment as a whole is still not optimal, especially in changes in the implementation of activities, namely the absence of reports on social and environmental impacts during establishment, the absence of complaint services for the community regarding the activities being carried out, the BPD in holding deliberation does not involve the community to provide feedback and input, the village head does not establish conservation groups and utilize the results of activities according to village regulations. (2) The inhibiting factors for the implementation of physical establishment in Sibiruang Village, Koto Kampar Hulu Sub-district consisted of the lack of technical guidance by the village head as the coach for each Activity Implementation Team (TPK), and also the low community participation in village establishment.
