Abstract

The formation of village assistants is the result of reform as an effort to realize democracy at the village level. Village assistants have a very important influence in village government, namely exploring, accommodating and channeling community aspirations in participatory rural area development and capacity building for village governments, from the description that has been stated in the background and formulation of the problem above, the main purpose of implementing This study is to find out the implementation of the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 18 of 2019 concerning Village Assistance Article 23 in Kandis Subdistrict, Siak Regency and to find out the obstacles in implementing the Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning Assistance Article 23 Village in Kandis Subdistrict, Siak Regency, Referring to the research objectives, it is illustrated that the data and information that will be collected through the survey are used as the basis for describing the variables and indicators of research variables. Therefore, this type of research can be categorized in the type of Explanatory Research. Informants in this study are the Village Head of Libo Jaya, Head of the Libo Jaya Bapekam, Head of East Libo Hamlet, Village Assistant (PLD), In this study the key informant was the Camat in Kandis Subdistrict the conclusions from this research include: Evaluation of the performance of the Village Facilitators has not been carried out optimally because it does not involve parties who should evaluate, for example the district government. The assessment instrument used is still not comprehensive because it does not assess the performance of the work quality of the village assistants found - the administration shows that the government's readiness for the administration of village funds needs to be repaired immediately, and the lack of supporting facilities such as computers and vehicles so that reaching remote areas is very difficult and time consuming
