Abstract

Based on the legal dictionary, narcotics are drugs or substances that can be used to calm nerves, relieve pain, cause drowsiness, drugs or substances that can cause stimulation, such as: marijuana, opium and so on. The main problem in this study is whether the factors that cause children as criminals to use and use narcotics in the Riau Police Jurisdiction. Are the obstacles in minimizing children as criminal offenders using and using narcotics in the Riau Police Jurisdiction. How countermeasures carried out by riau police in minimizing children as perpetrators of narcotics crimes in the Riau Police Jurisdiction. Judging from the type of methods used in this study including observational research by way of surveys, namely by using data collection tools in the form of questionnaires and in-person interviews with parties involved in this study. While the nature of this study is analytically described, which provides a detailed picture of the underlying causative factors of children using and distributing narcotics and efforts to overcome the problem of children using and distributing narcotics. Based on the results of research it is known that the factors that cause children as criminals to use and use narcotics in the Riau Police Jurisdiction are economic, psychological, academic, physical and spiritual factors, and the environment. The obstacle that occurs in minimizing children as criminal offenders using and driving drugs in the riau police law is the lack of members in socializing the dangers of drug use and distribution for the environment, family, and perpetrators of use and distribution can be punished, Lack of facilities, budgets and facilities supporting police members in supervising and preventing the use and distribution of drugs, efforts to overcome those carried out by riau police in minimizing children as drug offenders in the jurisdiction of Riau Police is to maximize human resources (HR) and approach to perpetrators, transparency in law enforcement, increase patrols or raids in places prone to frequent narcotics crimes, Improve the quality of investigators by conducting training to improve the capabilities of investigative personnel.
