Abstract

ABSTRACT In building construction activities, every citizen is required to have an IMB before running his business. One form of the phenomenon that exists in the Pekanbaru city area is where there are still boarding house business actors who carry out their business activities without a building permit. Changes in function from residential buildings to boarding houses. This is a violation. The main problem of the research is how is the implementation of the granting of a boarding house building business permit in the city of Pekanbaru and what are the inhibiting factors in the implementation of the granting of a boarding house building business permit in the city of Pekanbaru. The research method is observational research, by means of a survey. while the nature is descriptive, which describes in detail and clearly regarding the Implementation of the Granting of Business Licenses for Boarding Houses in Pekanbaru City. Drawing conclusions inductively, namely connecting things that are special to things that are general. The results of the study that the implementation of the granting of a boarding house building business permit in the city of Pekanbaru is not running optimally even though the government has provided rules for managing business permits, but the owners of boarding houses who do not follow the rules set by the government where the previous owners of boarding houses already have a permit. Establishing a residential building, but when adding the building the owner of the boarding house did not re-issue a Building Permit for a change in its designation, And the influencing factor in law enforcement of boarding house permits in Pekanbaru City is the lack of human resources, namely the number of employees who carry out supervision of the change in the designation of houses into boarding-boarding businesses only amounted to 14 people with high school education, namely 3 people, and the lack of awareness of boarding house owners to take care of permits, namely there were still 23 house buildings that did not have permits.
