Abstract

Law enforcement tends to be ineffective and far from a sense of justice considering that perpetrators and victims both conspire to carry out criminal acts of smuggling, it can be seen that the perpetrators and victims work together so that the victim can go abroad and work there illegally , and this indirectly involves the victim's involvement in the occurrence of the crime of smuggling Based on the above background, the main problem in writing this thesis is first, how is law enforcement against the perpetrators of the crime of people smuggling in the Bengkalis Police area and what are the obstacles and constraints of the Bengkalis Police in enforcing the law against the perpetrators of the crime of human smuggling. people smuggling) in the jurisdiction of the Bengkalis Police. This type of research is sociological or observational research by means of surveys, namely research that takes data directly from the population with data collection tools, namely interviews, after which the data is taken and processed so that conclusions are obtained using the deductive method. Law enforcement against the perpetrators of the crime of people smuggling (People Smuggling) in the Bengkalis Police Legal Area is carried out by the Bengkalis Police in collaboration with the Bengkalis Regency Manpower Service, P4TKI, Bengkalis District Attorney, Bengkalis District Court and Correctional Institutions, but this crime is still ongoing. occurred, and it was carried out by brokers/unscrupulous Travel Agents or PPTKIS in sending prospective TKI abroad, especially to Malaysia which was not accompanied by a Permit of Indonesian Migrant Worker Placement Company (SIP3MI).
