Abstract

In the ministerial regulation, relating to fire disaster management which is a basic service, in Indragiri Hilir Regency the regional apparatus unit in charge of this service is the Fire and Rescue Department of Indragiri Hilir Regency, thus the financing plan in Attachment III of the Ministerial Regulation is coordinated and implemented by Indragiri Hilir District Fire and Rescue Service. As an implementing rule of the Decree of the State Minister of Public Works No. 11 / KPTS / 2000, the local government of Indragiri Hilir Regency issued a Regional Regulation Number in Chapter VII of the Fire and Rescue Service which is regulated there regarding the duties and functions of the Fire and Rescue Service. The problem formulations used are: 1) How are the Implementation of the Duties and Functions of the Fire and Rescue Service Based on the Decree of the State Minister of Public Works Number 11 / KPTS / 2000 at the Fire and Rescue Service of Indragiri Hilir Regency? 2) What are the inhibiting factors and what efforts are being made? carried out to overcome the inhibiting factors in the Implementation of the Duties and Functions of the Fire and Rescue Service Based on the Decree of the State Minister of Public Works Number 11 / KPTS / 2000 at the Fire and Rescue Service of Indragiri Hilir Regency. This research is a descriptive sociological research, data analysis techniques obtained in the field, then presented in descriptive form to provide an overview. The results of this study indicate that the Implementation of the Duties and Functions of the Fire and Rescue Service is based on the Decree of the State Minister of Public Works Number 11 / KPTS / 2000 in Indragiri Hilir Regency. The implementation of the Minimum Service Standards (SPM) carried out by the Fire Department apparatus of Indragiri Hilir Regency has procedurally fulfilled the elements of legal implementation, namely Legal Certainty, but in practice the SPM has not been running effectively. Inhibiting factors and what efforts are being made include the coverage of the disaster area, especially the very wide fire disaster, the condition of the layout of the buildings being less organized, the condition of the damaged roads, the irregular traffic, the number of BPBD cars above 3000-5000 liters in the WMK which is minimal, the lack of Apparatus of the Regional Fire Department of Indragiri Hilir Regency that meets the qualifications based on standard certification legalized by the Ministry of Home Affairs. And Efforts Made include: The need for additional Fire Management Areas (WMK), repair of damaged roads, need for good and correct traffic management and intensification of socialization regarding driving traffic, especially during a fire disaster, It is necessary to add a fleet of cars with a capacity of meet the standards of fire fightingv operations in the event of a fire disaster. It is necessary to conduct national standard training for the personnel of the Regional Fire Department in particular.
