Abstract

The Conflict of Ulayat Land in Kenegerian Lipat Kain occurred in June 2018 because the oil palm plantation of the Kenegerian Lipat Kain customary land managed by Ninik Mamak was occupied by a Community Group that was none other than the Child of Indigenous Peoples of the Kenegrian Lipatkain Indigenous Peoples. This condition made nine Ninik Mamak Lipat Kain disappointed and upset. The reason is that the Palm Oil land is not only occupied by the Ninik Mamak indigenous people themselves. However, the Oil Palm Plantation was harvested unilaterally by the community. The reason for the community occupying and unilaterally harvesting oil palm plantations of the Kenegerian Folding Fabric is due to the unsatisfactory palm oil income from the Ulayat Land and its management is not transparent. This research aims to to find out public opinion on the Tanah Ulayat conflict in Kenegerian Lipat Kain. This research uses a qualitative approach. In this study, there were 6 subjects. Data collection techniques used was interviews, observation and documentation. The results showed that the customary land conflict in Kenegerian Lipat Kain occurred because of the creation of bad opinions in the community towards the Foundation managed by Ninik Mamak. This opinion was created because there were individuals who continued to provoke the community, thereby generating public confidence that the Ninik Mamak Foundation was reaping personal benefits from the results of the ulayat land oil palm plantations, so that the community demonstrated and occupied ulayat land and indigenous peoples unilaterally to harvest and enjoy the yield of the plantation. As a result, causing anger on the part of Ninik Mamak.
