Abstract

Victims of narcotics abuse in Riau Province are increasing, narcotics abuse has almost touched all levels of society, the influence of globalization and the geographical location of Riau is one of the contributing factors, the government's efforts in this case are to prioritize criminal policies in the form of penalties, namely repressive handling in the form of criminal sanctions and non-criminal sanctions. Penalties in the form of prevention are preventive, referring to the Narcotics Law Number 35 of 2009 and supported by relevant agency regulations, based on existing data, Narcotics users have actually increased. The formulation of the problem in this research is how the criminal policy towards overcoming the abuse of narcotics with the increasing number of narcotics users in Riau Province at this time and in the future. The research method in this writing is normative in the form of applicable laws and regulations aimed at examining the extent to which positive legal policies in overcoming narcotics abuse and handling it. Criminal policies on narcotics abuse at this time with reference to the presence of Law Number 35 of 2009 concerning Narcotics have not had a significant impact on reducing victims of abuse, this is always increasing, this is due to ignoring the meaning and lack of firmness in some actions that are part of the The most important thing for the realization of this Law, from a total of 155 Articles that exist, tend to discuss aspects of criminal sanctions and types of punishment while the user aspect does not provide detailed guidance, in the future criminal policies against Narcotics abuse, namely the Narcotics Law, emphasize more rules that is binding between the objectives and general provisions of the Narcotics Law so that at the time of the application of sanctions no other rules are used that weaken the products of the Law.
