Abstract

In fulfilling the needs of the community in managing birth certificates, the Population and Civil Registration Service of Indragiri Hulu Regency is obliged to provide services to the community in accordance with the Minimum Service Standards (SPM) that have been determined. The purpose of the study was to determine the quality of birth certificate services in Indragiri Hulu Regency and to determine the inhibiting factors and support for birth certificate service quality in Indragiri Hulu Regency. Type of qualitative research with the determination of sources of information in census. Data sources required primary data and secondary data by collecting data by observation, interviews, and documentation. The analytical technique used in this research is qualitative descriptive, which provides a description or a phenomenon about the situation that originates from the analysis of primary data and secondary data obtained through observation, literature study, and interviews conducted as well as collecting data in accordance with the researcher's theme. The results of the study concluded that the quality of public services in the Office of Population and Civil Registration of Indragiri Hulu Regency which was assessed from five dimensions namely, tangibles had not been fulfilled, emphaty had gone well, reliability had done good service, responsiviness had served the community well, and assurance has guaranteed guarantees of service and security guarantees to people who apply for services at Disdukcapil. The obstacle faced in realizing better service in Disdukcapil of Indragiri Hulu Regency is a problem of awareness of the people who still often carry incomplete terms of service application requirements. Another obstacle is the problem of inadequate infrastructure. To deal with service constraints, Disdukcapil updated information on the official webpage and socialized it to the public. Whereas to overcome network problems that are often offline, Disdukcapil Indragiri Hulu seeks by sending a letter to the head office
