Abstract

This study discusses the IMPLEMENTATION OF ELECTRIC CIGARETTE LICENSE ESTABLISHMENT IN PEKANBARU CITY, RIAU. The electronic cigarette (e-cigarette) or also known as the electronic nicotine delivery system is a battery operated smoking device. Variants of e-cigarettes are very diverse, ranging from e-cig, e-cigarettes, vapes or vaporizers, electric shisha, and mods. Generally, e-cigarettes consist of four different components, such as a cartridge or storage that holds liquid (liquid), an atomizer or heating element, a battery, and a mouthpiece or inhaler that is used to inhale the smoke produced by burning and heating these components. So far, experts state that the use of e-cigarettes are considered safer than tobacco cigarettes. This is because e-cigarettes do not produce harmful fumes, such as tobacco smoke which contains carbon monoxide and hydrogen cyanide. However, this does not guarantee that e-cigarettes are completely safe. E-cigarettes were mentioned as an alternative way to help quit smoking. Some people do find it helpful to quit smoking tobacco with e-cigarettes. But in general, there is no evidence from scientific research that is accurate to confirm this. To stop smoking tobacco, you are still advised to consult a doctor by looking for effective steps that have been proven to help quit smoking tobacco. Therefore, the problems in this research are: 1. How is the implementation of the license to establish an e-cigarette shop business in Pekanbaru, Riau? 2. What are the constraints in granting an e-cigarette shop business license and what are the inhibiting factors in it? In this study, the writer used a sociological approach. This approach is made to make the researcher meet directly with the object to be studied, where almost all the rules used by the community in this area are unwritten regulations. Particularly regarding the submission and granting of a vape store license in Pekanbaru. The characteristic used in this research is descriptive-analysis which explains by describing the facts obtained from a particular object after being systematically arranged, then qualitative juridical analysis is carried out.
