Abstract
Historically, the existence of Villages in Indonesia has existed since hundreds or even thousands of years ago before Indonesia's independence. the founding father's vision of the Village is "The realization of a prosperous, safe, orderly, peaceful, harmonious, modern and democratic village. it is compatible with President Jokowi Dodo's 2015 Nawa Cita who wants to build Indonesia from the periphery and strengthen regions and villages within the framework of a unitary state. Permendes No. 3 of 2015 concerning Village Facilitators is a form of the government's seriousness in realizing this dream. One such thing happened in one of the Desa Callak Laut, Lingga Subdistrict, Lingga Regency, where the role of village facilitators had not enabled the village to be independent, increase capacity and capability, and empower the village community which had not yet been seen concretely. Methodologically this assessment researchers convey as a basis for conclusions on the study of "The Role of Village Assistance in Assisting the Task of Village Heads in Panggak Laut Village, Lingga District, Lingga Regency". with qualitative analysis, and grand theory according to Fredian Tonny Nasdian which provides instruments to test through four indicators, namely (1) Facilitative Roles (2) Education Roles (3) Reprentational Roles (4) Community Development). The results of theoretical testing according to the four indicators are (1) Technically, the role of village facilitators is limited to facilitators, but ethically it has not been able to provide positive changes both in capacity building, village government capability and also empowering village communitiessea grill.(2) Village facilitators have not been able to attract interest or foster participatory village community of callak laut. (3) Based on Permendes No. 3 of 2015 concerning village facilitators, over the past four years village facilitators have not been able to spearhead the end of this permendes, because both the village government and the community do not experience a surplus in capacity and capacitycapability. (4) The implementation of village assistant tasks that experience stagnation, does not make the village facilitators surplus innovation and breakthroughs oriented to the success of the task of empowering the callak sea community.
