Abstract

This research is motivated by research problems, namely there are still a number of sago industries that dispose of waste into rivers, not yet optimal handling of sago waste pollution, and lack of optimal supervision by the Environmental Department of the Meranti Islands. The purpose of this study was to determine how the strategies and inhibiting factors of the Department of the Environment in handling sago industrial waste pollution in Tebing Tinggi Timur District This research uses qualitative methods. The results of this study are of the goal indicators, namely that the pollution of sago industry waste in the shortest time can be handled. From the policy indicators in the form of requiring the sago industry to make WWTPs. From the program indicators that are in the form of WWTP design, supervision, socialization, cooperation, and reprimand. The conclusion is that from the aspect of the goal of wanting sago industrial waste pollution can be immediately addressed as soon as possible, with efforts to run the program that has been made. From the policy aspect, it can be concluded that what is done is in the form of requiring each sago industry to make WWTPs, but in the field there are still many sago industries that do not yet have WWTPs because the manufacture of WWTPs requires quite expensive costs. From the aspect of the program, it can be concluded that the program carried out is routine supervision, planning the form of WWTP, collaborating with the University of Riau campus majoring in Environmental Engineering and conducting socialization to each sago industry. The inhibiting factor is in the form of an insufficient budget, then the owner of the sago industry is still unable to properly process waste even though guidance has been carried out, and the location of the sago industry is difficult to reach. Suggestion from this research is that Meranti local government must provide adequate transportation facilities. DLH must conduct socialization to the community. And the Meranti Islands Regency government must also add sufficient budget.
