Abstract

In organizations or government agencies, communication has an important message, because without communication activities cannot run smoothly, it is necessary to establish a good communication relationship for superiors. With communication will produce good performance, subordinates will be better and more productive so that they will give more time to work and do a good job for the institution where they work. As vertical communication that occurred at the Department of Environment and Cleanliness of Pekanbaru City right on Jalan Datuk Setia Maharaja, No.4, Riau and Par Pagi Arengka Pekanbaru, Riau. The first research (1) aims to find out and analyze the communication of rice cultivation carried out by the Department of the Environment and Hygiene (DLHK) in the management of Arengka Morning Market Pekanbaru, the second (2) to find out the supporting factors and inhibitors of the communication of biological superiors conducted in Department of Environment and Hygiene (DLHK) in the management of Arengka Pekanbaru Morning Market. This study uses qualitative research methods by presenting descriptive analysis and data collection techniques using observation, interviews, documentation as a support. The subjects of this study were one chairman of the Sweeping Supervisor, one person from the Transportation Facilities and Infrastructure, two Sweeping Officers, one Head of the DLHK. While the object of the research is the communication from the superiors of Dnas Environments in the Environment and Cleanliness of the City of Pekanbaru in the management of the Arengka Morning Market waste. The results showed that the superior communication of the Pekanbaru City Environment and Sanitation Office was not well conveyed to his subordinates. Where there are officers who do not fully understand the job supervisor's message according to the instructions instructed or the existence of the message or instruction cannot be received properly.
