Abstract

Village community empowerment by the village government is still experiencing uncertainty, this is a lot of village empowerment activities for the community have not been carried out in accordance with the needs of the village community in increasing the knowledge of the village community. The village head in carrying out his obligations does not appear to be maximal in carrying out village community empowerment activities so that the village community's ability to develop their knowledge and skills is underdeveloped. The Village Head in carrying out his obligations should apply Effectiveness, Efficiency, Sufficiency, Equity, Responsiveness, Accuracy in order to achieve the empowerment that will be implemented. The purpose of this study was to determine the implementation factors and obstacles in evaluating the implementation of the village head's obligations in empowering the community of Muda Setia Village, Bandar Sekijang District, Pelalawan Regency. This research is a research that uses qualitative methods with data collection through observation, interviews, and documentation. The results of the study indicate that the authority of the village head in community empowerment has not been implemented in accordance with the needs of the community and the distribution of empowerment activities to communities in need. The conclusion of the village head in community empowerment activities has not been right on target according to the needs of the village community, this is due to the lack of ability of the village head in determining efforts to develop village community capabilities, socialization related to community proposals in empowering activities and the lack of coordination between village heads and village community institutions has not been implemented in village community empowerment activities. However, the authors suggest to the village head to disseminate information to the community regarding the proposal for community empowerment, coordinate the Village Community Empowerment Institution in village community empowerment activities, and improve the village head's ability in village community empowerment activities.
