Abstract

1. BPKAD (Regional Financial and Asset Management Agency) was established on January 1, 2014. At that time it was named the Riau Province Regional Financial and Asset Management Agency which is a merger of 2 (two) Sections in the Regional Secretariat of the Riau Provincial Government namely the Finance and Equipment Parts . 2. The Regional Financial and Asset Management Agency has the task of assisting the regional head in formulating and implementing regional policies in the area of ​​financial and asset management as well as carrying out the implementation of a portion of the authority delegated by the Government to the Governor as the representative of the government in the region. 3. Documents used in payroll and wage procedures at the Regional Financial and Asset Management Agency of Riau Province, including attendance books, payroll and salary recap. 4. Functions related to remuneration and remuneration at the Regional Financial and Asset Management Agency of Riau Province include the existence of a general subsection function whose task is to collect and prepare data, as well as the function of financial subsections that have the task of managing financial administration and assets for preparing employee salary payments. 5. At the Riau Province Regional Financial and Asset Management Agency the salary disbursement procedure consists of employee attendance data, then the employee data process will be inputted by a general subsection, then the treasury will process salary data from the payroll, then the regional cash disbursement sub-division approves the payroll employee, after that the bank receives payroll data, then transfers the salary of each employee's personal account, and finally the employee receives the salary through an ATM. 6. The elements of internal control in the Regional Financial and Asset Management Agency of Riau Province, namely, the existence of an organization, among others, there is a function of general subsections and functions of financial subsections, then the existence of a system of authority and sound practices.
