Abstract

The existence of street vendors in urban spaces often causes problems. Handling problems is a challenge for the government, not a few efforts made by the government have created new problems. In Pekanbaru City, the problem of street vendors in the Bundaran Keris Monument area was successfully handled through a formalization policy. Knowing the formalization process will be a lesson for handling street vendors in other cities. This research uses a qualitative approach with a case study method. In determining the sources, the snowball technique is used, so that the number of informants will continue to grow and will stop when information saturation is found. The analysis used is data reduction by sorting the required information from the results of the interview, then the information is focused again so that structured themes and patterns are found. Triangulation analysis is also used in this study by comparing information from various sources so that the validity of the data can be obtained. The results of this study indicate a change in the characteristics of street vendors in the Bundaran Keris Monument Area. There are four levels of actors who play a role in the formalization process, (1) actors who have the power to decide on legalization, (2) actors who are authorized to formulate formalization, (3) actors who provide initiatives for policy formation and (4) actors who provide management proposals. . In the formalization process, there are three stages, namely (1) pre-formalization, namely exposure to problems that trigger policy formulation, (2) the formalization process, namely the flow or procedure for forming formalization policies and (3) post-formalization explaining changes in location conditions and changes in the characteristics of street vendors.
