Abstract

Space utilization control is an activity related to the supervision and control of the implementation of plan as a follow-up to the preparation so that the use of space is in accordance with the spatial plan. The population growth of Pekanbaru City is significant, causing the need for space in urban areas to increase. Availability of relatively fixed land and the increasing need for space, settlement expansion or development tends to approach areas on runways in the KKOP zone. The purpose of this study is to formulate a directive for controlling the use of Obstacle Limitation Surfaces Area (KKOP) of Sultan Syarif Kasim II. This study uses a qualitative descriptive method which is used to determine the existing conditions of land use that are not in accordance with the use of space by using spatial boundary delineation analysis techniques, land use analysis, overlays and descriptive analysis. Data collection in this study is divided into 2 (two) namely primary data collection in the form of field observations and field documentation, and secondary data collection in the form of data collection in the field and in related agencies. Based on the results of the analysis on the safety area of flight operations, the percentage of land use that is in accordance with the spatial pattern of the RTRW is 44% of the total land use consisting of 22% settlements and 17% trade with the highest land use. The direction of the potential accident hazard area is divided into 2 zones, namely: The yellow zone is an area that is permitted to construct buildings with a predetermined height limit, and the red zone is an area that is free from all residential and social activities.
