Abstract

Drug dealers use minors to become couriers. The absence of information about drugs, and the powerlessness to oppose and refuse make minors the target of traffickers to spread narcotics publicly and secretly. This issue is positively an intense issue, because it can plunge minors into the illegal narcotics business. The formulation of the problem in this study are: 1) What are the factors that cause children to distribute marijuana types of narcotics in the jurisdiction of the Kampar Police? the circulation of marijuana-type narcotics in the jurisdiction of the Kampar Police? This type of research is sociological law. This research goes directly to the field through observation and interviews. The nature of this research is descriptive which explains in full about the criminological review of marijuana drug dealers and child offenders in the jurisdiction of the Kampar Police. The results of this study are the factors that cause children to circulate narcotics of marijuana types in the jurisdiction of the Kampar Police, namely a) Environmental factors, unhealthy or vulnerable community environmental conditions b) Economic factors, children whose families have economic conditions at the lower middle level use all means to get money. The modus operandi of children circulating marijuana type narcotics in the jurisdiction of the Kampar Police is a) Initially it was given free of charge by the perpetrator, after becoming addicted then the child will be charged a fee to be able to obtain the narcotics. The effects of dependence and addiction on narcotics will require a child who has become an addict to do various ways to get it by becoming a narcotics courier/dealer, b) Lure by money, c) A child's interest is big enough to try new things without thinking about the results later, a child will do anything regardless of the consequences of his activities. Efforts to prevent children from circulating marijuana type narcotics in the jurisdiction of the Kampar Resort Police are a) The application of criminal sanctions, this is done with consideration to create a sense of deterrence and children's responsibility to cut off the circulation of marijuana types of narcotics, b) Medical rehabilitation and rehabilitation social, c) Supervision, all parties must be responsible for the supervision of narcotics crime prevention so that children can be saved from narcotics entanglement, d) Counseling and socialization about the dangers of narcotics.
