Abstract

Indonesia is one of the regions that has a fairly high level of narcotics abuse. Abuse of narcotics and illegal drugs is a transnational crime, considering that narcotics abuse includes both trading and production activities. Transnational crime is a type of organized and premeditated crime. According to Article 1 paragraph (15) of Law No. 35 of 2009 concerning narcotics, narcotics abuse is a person who uses narcotics without rights or against the law. The main problem in this research is what are the factors that cause narcotics crimes in the jurisdiction of the fifty city police station and what is the modus operandi of the crime of narcotics abuse in the fifty city Pekanbaru police district jurisdiction and how are the efforts to overcome narcotics crime in the five district police jurisdiction? twenty towns of Pekanbaru. This type of research is included in the observational research group, namely by means of a survey, where researchers go directly to the field to make observations with data collection tools in the form of interviews. Meanwhile, judging from its nature, this research is descriptive analytical, namely research that aims to provide a more concrete picture of the subject matter of this research. Based on the results of the study, the factors that influence the crime of narcotics abuse in the jurisdiction of the Fifty City Pekanbaru Police are economic factors, promiscuous factors and low education factors. The modus operandi of the crime of narcotics abuse is money, by promising high wages. Efforts to tackle the crime of narcotics abuse are providing legal understanding counseling to the community and schools both at the elementary school to junior high school levels regarding the dangers of narcotics abuse and narcotics trafficking, providing supervision of children's interactions in the community, processing criminals according to their actions and provide awareness that their actions are detrimental to society and are violated by law, so that no one wants to try to repeat it.
