Abstract

Indonesia is an agricultural country, Indonesia's natural resources are very large, both from land and sea natural resources. Terrestrial natural resources greatly help the economy of Indonesian people, one of which is agriculture. Indonesian agriculture has several superior commodities, one of which is oil palm. Palm oil is a tree plant as one of the sources of vegetable oil that is widely beneficial and has advantages compared to other vegetable oils. In 2015 the government rejuvenated the whole of Indonesia, this was done because oil palm is a strategic commodity for Indonesia. Economically, the oil palm rejuvenation policy that is implemented requires no small amount of money, this fact is the focus of the community in conducting rejuvenation, the most serious problem is the cost that will be incurred by the community of oil palm farmers during the waiting period of rejuvenation. The research was conducted in the District of Koto Gasib, Siak Regency. The purpose of this research is to find out and analyze the impacts that occur on the oil palm rejuvenation policy, in this study used a descriptive research type with predetermined indicators, and how to collect and calculate research data with a qualitative approach. In order to get information, the researchers took informants and key informants. The informant of this research is the Palm Oil farming community, while the key informant of this research is the contractor of plantation development assistance (TKP3). Data collection techniques in this study used interview, observation, documentation and literature study techniques. After conducting this research, it is known that the Government's Palm Rejuvenation Policy Towards the Palm Oil Farmers Community in Koto Gasib District Siak Regency, there are still constraints and are still not running optimally and it is known that the oil rejuvenation policy has a temporary impact on the oil palm farming community due to the rejuvenation of oil palm, the farming community oil palm experiences loss of their main income and the community of oil palm farmers must have more costs if there are still dependents of children going to school or college, the amount of costs needed by the community during the waiting period of rejuvenation so that many palm oil communities prefer to maintain their oil palm plantations and have not rejuvenated.
