Abstract

Regional asset management is a form of rescue, maintenance and use as well as utilization in the field of assets, the responsibility of maintenance and utilization is charged to the government. Mostly controlled by the central government, provincial government, and district government, this city usually depends on the location and The asset's position is in the area of management and Utilization of Regional Assets which are classified into five, among others, Functional, Legal Certainty, Transparency and Openness, Efficiency, Accountability and Value Certainty As what has been mandated in the existing laws and regulations the five principles are the spirit as management and use of assets. As if the management is carried out optimally and the maximum assets of the region can bring various benefits to the region and most importantly if the management is carried out efficiently and in a good category then it will add income in the Regional Treasury as a form of regional revenue in the form of Regional Original Revenue (PAD) and unfortunately it is not directly proportional to what it should be because every time we talk about Regional Assets, there is always a classic problem that cannot be resolved in the assessment of asset problems, one of which is the case in Bengkalis Regency, located in Wonosari Village, namely Dara Nine Dan Pool putri kacamayang Water Park where the assets are non-active can be said to be neglected without any accountability by the local government. To take action, the assets were handed over to the third party as the manager of the two assets, namely PT.Bumi Laksamana Ja yes (BLJ) where BLJ itself is domiciled as a Regionally-Owned Business Entity, one of the backgrounds of BLJ's hands-off to manage these assets is the amount of Nominal maintenance issued and this is inversely proportional to the number of visitors that are increasingly quiet at that time with the circumstances losers BLJ Do not want to manage it anymore but there is no agreement Handover from the Department of Tourism Youth and Sports Bengkalis Regency Until One Time PT. BLJ stumbled over the Corruption case there was no Bright Point setatus management Both of these Assets and left Abandoned Just Until Until Now now. As the Development of the two assets is charged to the Bengkalis Regency Regional Expenditure Budget, but the accountability is not very good.
