Abstract
Sexual violence against children is an act of adults who show sexual behavior to children under the age of 18 years with violence and threats. For this reason, it is necessary to protect children, especially those who are victims. Protection of children guarantees and protect children and their rights to be able to live, grow, develop and participate optimally according to human dignity and protection and discrimination. The protection provided by the Office of Women's Empowerment and Child Protection should be able to protect children and minimize cases of sexual violence against children, but currently in reality the problem of sexual violence against children is still common. The main problem in this research is, how is the implementation of protection for children who are victims of sexual violence by the Office of Women's Empowerment and Child Protection in Pekanbaru City and what are the obstacles in implementing protection for children victims of sexual violence by the Office of Women's Empowerment and Child Protection in Pekanbaru City. In this study, the authors use the research method Observational Research, namely research conducted directly in the field by conducting direct interviews with respondents. While this research is descriptive, that is, it describes the problem clearly from the state of an object under study. The results of this study indicate that the efforts made by the Government and the State in protecting children who are victims of sexual violence can be said to be good. It's just that there are several things in the implementation of the protection carried out by the Pekanbaru City Women's Empowerment and Child Protection Office that need to be considered to provide maximum protection as expected. Several factors that become obstacles are the lack of public understanding of the responsibility for child protection, the existence of inadequate facilities, and several obstacles in the field that make the existing regulations seem not working as expected.
