Abstract
The government has issued a policy to develop and empower village communities to become independent villages. With a high level of empowerment, the village community will be able to solve its own problems and government affairs. With the participation of the community in the planning of implementation and supervision of development carried out by the village government DIYakani able to increase prosperity and create a prosperous society. So the government assigned the Village Facilitator to assist the Village Government in the process of empowering the village community. The purpose of this study is to analyze the role of the Village Facilitator in assisting the village government as a community empowerment facilitator in Pulau Tongah Village, Benai District, Kuantan Singingi Regency and its obstacles. The method used is descriptive and qualitative methods; Informants in this study are the Village Head, Village Secretary, Empowerment Section, Chairperson of the BPD and the Community (KK). Interview, observation and documentation data collection techniques. This study concludes that the role of village facilitators in assisting village governments as facilitators of Community Empowerment in Pulau Tongah Village, Benai Subdistrict, Kuantan Singingi District is in the less implemented category. This can be seen from the development that has not been completed in accordance with the specified program. The obstacles that occur in the role of the Tongah Island Village Community in the Benaid Subdistrict in the development program planning are: There are people who do not participate in carrying out development programs. The length of the disbursement of funds so that development programs can not run smoothly. In the Pulau Tongah Village Community organization, Benai Sub-District there are members who are less active in their role in the development program.
