Abstract

Corona Virus Disease or better known as COVID-19 is a new type of virus that has made increasing awareness of global public health and the world community. It started when WHO received a report on December 31, 2019 regarding the pneumonia virus of unknown etiology which was first discovered in Wuhan, Hubei, China. On March 2, 2020, Covid-19 was first discovered to have entered Indonesia. ​​The government has made several efforts to prevent and control Covid-19, starting by issuing regulations related to health protocols to implementing PSBB and implementing 5M (washing hands, wearing masks, maintaining distance, avoiding crowds, and reducing mobility). ​​Health protocols are established with the aim that people can continue to carry out activities safely and do not endanger the safety or health of others. The chain of spread of the corona virus must be stopped immediately. It is not only the responsibility of the government, the community also plays an active role in stopping the transmission of this corona virus. In writing the thesis, the author uses an empirical sociological legal research method that emphasizes research on society in the field. ​​In Pelalawan Regency, prevention efforts were carried out by issuing the Pelalawan District Regulation No. 63 of 2020, and establish a Covid-19 task force which is a special task force for the control and prevention of Covid-19. For regional policies, actions taken by local governments are expected to contain 4 aspects, namely, Prevention, Response, Recovery, and a team of experts. However, from the regulations that have been set, there are still many people who do not heed these rules, resulting in deviations or violations of the Covid-19 health protocol, so law enforcers apply several administrative sanctions and social sanctions for violators of the Covid-19 health protocol.
